I saw a tutorial for this effect for Photoshop and thought it was cool, so I decided to see if I could recreate it in PSP
Open a new image at the width of the photo you want to apply the effect to and 4 pixels high. (In this case the photo I want to use is 200x200, so I'll make a new image 200x4).
Use the rectangular selection tool to select the top half of the image (go from 0,0 to 200, 2).
Now open a new image the size of your photograph,
(in my case 200x200), white background.
Use the paint bucket tool to pattern fill the image
with the black and white lines.
We're going to save this as a mask.
Click Masks|New|From Image. Choose "this window",
check "source luminance" and "invert mask data".
Click on Mask|Save to Disk|
Name it something like scan.msk.
Now open the image you want to apply the effect to.
Immediately add a layer. (You will be working on the layer,
not the background image).
Click Masks| Load from Disk and double click on scan.msk.
Use the paint bucket again (make sure you change it
back to fill style: solid color) and fill with black.
Viola! TV scan lines.
