Open a 400x200 window, background black.

Any font is fine but I like a bold one. In white, type something in any size. Keep the text selected and choose edit | copy and then select none.

Go to Images | Deformations | Wind set to 20 pixels from the left.

Then go to Edit and paste as a transparent selection (keep selected).

Go to Image | Edge | Find all (keep selected). Align these letters with the deformed ones. You should be able to tell where the deformed ones begin.. select none

Go to Colors | Adjust | Red Green Blue and choose 100 for all three. If you want the outline of the letters thicker do this again once or twice.

Go to Colors | Colorize. I chose sat-150 and hue-150. Choose any color of your choice.
