1. Open a new document and choose your background colour as a darker color than the font will be (Black background with yellow text worked good for me.
2. Select the text button and click on the page to add your text. Any font would work with haiti, but this trick DEFINITELY looks better with a sharp angular font.

Type your text and click ok.

3. With the font still highlighted, choose red and yellow as your primary and secondary colours
4. Select sunburst gradient on the fill tool and move the light part anywhere you want.

5. Go to the image menu and choose the emboss filter(with the text still highlighted).

6. Choose the shape tool and go with the unfilled ellipse.
7. Start making big ellipses in random places around the page so that only part on the outline lands on the still-highlighted text. Don't overcrowd the text, or the effect will not look right.

8. Change to the retouch tool and select burn with a size of 1.
9. Just scribble all over the text, and feel free to draw outside the lines(actually, I recommend it) all the while keeping the text highlighted.

10. Go to the Image menu and select arithmetic.
11. Choose the same image in each box and make the function add.
12. In the channel section, make both choices red.
Modifiers should be
Divisor 1 and Bias 0. Click OK and voila!
