Start with a new image, transparent background and 16 million colors.
This one is 150 x 150. Pick a nice bright color for the foreground and
black for the background colors. Use the shape selection tool to make a
circle. Flood fill with a Sunburst Gradient: Tolerance 200, Opacity 100,
set the options to Vertical 21 and Horizontal 31.
Add a new layer. Selections->Modify->Contract by 16.
Selections->Modify->Feather 8.
Now flood fill with a "reversed" Sunburst Gradient, set the Vertical to
79 and the Horizontal to 69.
You can play around with the number of pixels contracted and feathered
to get different effects. Here's one with no feather:
And one with half as much feather:
