Start with a new image, any size, I made this one 100 x 100; transparent
background and 16m colors.
Use the selection tool set to Circle, Feather=0, Antialias checked. Make
a circle, any size. You might want to save this selection to an alpha channel
(it's a good habit to get into), especially if you're going to be making
a "setting" for it later. Selections->Save to Alpha Channel,
you can just accept the defaults.
Make your foreground color black, and the background color whatever color
you want the gem to be, bright colors work best, I've chosen a bright blue
here. Click the flood fill tool, set it to Linear Gradient, Tolerance=0,
Opacity=100; click on Options and set it to 135 degrees. Flood fill the
selection.

Make a new layer, right click on the layer control panel and choose New.
Set the foreground color to white.
Click the spray can tool. Set the texture to None, tip to round, size is
going to be a matter of judgement--it depends on how big your gem is--this
is going to be the highlight, Opacity=100, Density=100. Spray on the dark
part of the gem. This is easier to see in the following example than it
is to describe.

Click Image->Blur->Gaussian Blur. Set the radius to 1.50.

Now, do Color->Adjust->Brightness/Contrast. Set Brightness to negative
44 and Contrast to positive 100. This may or may not make much of difference
in your image, it depends upon the color you chose to make the gem.

Now, Layers->Merge Visible. Save it in whatever format you like! If
you want to make it really fancy, you could make a metallic "setting"
for it; or you could use the Colors->Colorize feature to make several
different colored gems in separate layers and animate it.
