Open your image and if it's not 16 Million colors,
increase the color depth.
Open a new window with the same dimensions as your photo image.
Using the colors of your choice, Flood Fill the background
with a Starburst gradient.
Activate your photo window.
Select the rectangular Selection tool on the toolbar. On the Control Palette, choose Ellipse as your Selection Type, Feather set to 0 and Antialias checked.
Put an ellipse around the center portion of the area you want
to be the main focus of your image. Don't select all of the
area as we will be adding a feather which will include the
outer fringes of the image.
With the marquee still around your selection, go to
Selection | Modify | Feather, setting the feather
spinner to 30.
Once you have the area selected and feathered,
press CTRL+Shift+I on your
keyboard to invert the selection. With the color palette
background color set to white, press Delete once. Invert the
selection again.
Without releasing the selection, click on Images | Plugin Filters on the menu bar. Apply the Filter Factory | Gallery G | Ciba Chrome filter.
Add a drop shadow, Color: Black, Opacity: 80, Blur: 9 and Horizontal and Vertical 4.
Remembering that this photo was a little dark to begin
with, lets adjust the Brightness and Contrast settings.
Each image will be different, so you'll have to play with
the settings. I used a Brightness setting of 10 and a
Contrast setting of 40.
The Ellipse marquee should still be showing which means
that your selection is still selected. Without de-selecting
it, press CTRL + C on your keyboard to copy the selection.
Activate the window with the gradient fill. Press CTRL + L to paste the clipboard contents as a new layer.
On the Layer Palette, adjust the Blend Mode of the layer to
Dissolve. The Opacity slider should be set to 100.
Add a finishing touch by selecting all but the outer edges
with the rectangular Selection tool. Invert your selection
so that the edges are now selected. Using the Air Brush,
spray a light layer of white onto the selected areas. It
will come out speckled due to the blend mode setting of the
layer.
