Change to the eyedropper tool and right click on the grey background to make that color your background color on the color palette
Switch back to the rectangular selection tool.

Using the Flood Fill tool, remove all undesired black lines from your graphic. (You may need to zoom in to get the cross-hair directly onto the black line)
Add your text to the tabs.
Add some mountains to the image.
I used an existing graphic, changing it first to greyscale, then negative image, and finally colorizing it using the same color as the toolbar I was creating.
Select the Clone tool, non align, size 30, opacity 30, lunar texture.
Right click on the mountain picture using the clone tool
Holding the left mouse button in, 'paint' the mountains onto the toolbar.
Switch to the Spray Can tool, size 20, opacity 25, texture clouds.
Change your foreground color to white.
Paint some clouds into your image. (If you're going to make your clouds almost solid, you'll want to put the clouds in before you put the mountain in. On the other hand, if you're going to make the clouds opaque the way I have, you can put a light coating of cloud over top of the mountain).
Change your foreground color to black (or color of your choice).
Add text.
Do not deselect the text.
Click on Images/Special Effects/Add Drop Shadow
Settings:
Color: white
Opacity: 255
Blur: 20
Vertical/Horizontal: 0
Add the dropshadow 3 times
Using the copy/paste method, add some graphics and your logo to the toolbar
Save and you're done!
Use an image mapping program to make your toolbar 'functional'.
Note: If you save your work frequently while creating this image, save to TIFF format. Saving to GIF or JPG will lose quality resulting in an inferior finished product.
