Using PSP 4.0
Note: This method works best for pages with a black background, since any image that has been blurred doesn't lend itself to transparency very well.
- Open a new image - Be sure to start with a white screen!
- Right click on "A" and then click on your image screen to bring up the text screen
- Check the anti-alias box
- Be sure to check the floating box so that you can position your text on your image screen
- Type your text
- Right mouse click to clear the floating selection
- Click on image/normal filters/blur more
- blur the text using the blur more feature 3 times
- Click on image/edge filter/find edges
- this will totally destroy your image, making it mostly black

- Click on histogram/stretch for your final results!
Variations
Now turn your backlight to neon!
- Load your back-lighted image
- Right click on colors/colorize
- Set saturation to 255 and adjust the hue for the color you prefer.
A hue setting of 144 will give you this 
And this is what you get with a hue setting of 95
Add a Sparkle with the Edge Enhance filter.
Following the instructions for back-lighted text, start with a black screen.
A hue setting of 35 will produce
