select circle 1. Open a new window, 400x400. Choose any bakground color you like.
2. Make a circle selection, not too close the edges of the window. Feather = 10.

flood fill 3. Fill with a quite dark color.
4. Deselect.

select 2nd circle 5. Make another selection slightly smaller than the first one. Feather = 10.
6. Position the selection in the center of the first circle.

gradient fill 7. Fill with a lighter color.
8. Deselect.

smudge 9. Choose the smudge tool.

Size=15
Shape=Round
Opacity=95
Paper texture=none.

Note: If you're working in a graphic smaller than 400x400, adjust the smudge tool size accordingly.
10. Smudge the from the edge of the inner circle to the background, like sunbeams.
11. Now you can add text to the button.
