First start off with a 16 million color 300x100 image with a white background.
Place black text on it. Make this text big. The bigger the picture, the more detail it will have. It should also be wide. Don't unselect the picture.
Next go to Image, Special Filters, Add Noise. Add 40% Random Noise.
Choose Image, Special Filters, Dilate.
Choose Image, Special Filters Median. Do this Again.
Choose Image, Normal Filters, Sharpen. Do this Again.
Choose Special Effects, Cutout. Make sure Fill Interior With Color is unchecked, Interior Color is White, Exterior Color is White, Opacity is 150, Blur is 0, Vertical Offset is 2, and Horizontal Offset is 2.
Choose Special Effects, Cutout. Make sure Fill Interior With Color is unchecked, Interior Color is White, Exterior Color is Black, Opacity is 150, Blur is 0, Vertical Offset is -2, and Horizontal Offset is -2.
Add Drop Shadow.
