This is a quite simple one, but gives a nice party-effect. Even I get cheered up by this one !!!
1. Select a 16M color image, black background and also a black
foreground.
2.Type a text, doesn't really matter what kind of font
you use for this effect.
3. Fill your text with random noise, by selecting
Image|Special Filters|Add Noise, choose Random (not uniform) noise.
and set the percentage to 20%. Make sure you've chosen a black
foreground, so only the selection is visible..
4. Again the pixels are too small and dark to do anything with it.
Let's pump up the power by highlighting them.. Choose
Colors|Adjust|Highlight/Midtone/Shadow and set these
values to 60% 60% and 40%.
5. Now select a dilation. This is to make the pixels larger.
You can do this by choosing Image|Special Filters|Dilate.
6. After this a blur. By choosing Image|Normal Filters|Blur.
7. Now, the powerpart.. Apply these following steps sequentally...
WARNING: No more BLUR at the end, this will ruin the nice created spots....
8. Choose GAMMA-correction with Color|Adjust|Gamma Correction and set
the value to 0.25 .. I know it's not much, but this is to make more
clearer spots..
9. Finally, the CUTOUT to make a nice rounded effect. First we cutout with
white, and after that with black. Why? Because the black will smoothen
the write edge which are too sharp at the corners of the individual
characters..

For black, set:
