Set Background Color To Light Gray
Open a new image
Set Foreground Color To White
Hit the text button and type some text (the bigger font size the better)

Go selections>select none
Go motion blur, set it's direction to straight up and intensity to 10

Go Edge Filters>Edge Enhance TWICE

Apply a hot wax coating
If you want you can set the transparency to the background color or use the magic wand and move in to a different background color.
