1. Create a new image, 16 million colors, a black background, whatever
size.
2. Add some red text.(Green for Goo) Do not deselect.
3. Select image>special effects>cutout:
deselect fill interior color, set the shadow color to black, opacity
255, blur 30, vertical to -1, horizontal to -1.
4. Set your background color to red. Select image>special
effects>chisel.
Size five, background color.
5. Deselect the text. Select the airbrush, round shape, opacity of 50,
lunar texture, sized to your image, black in color. Wave it over the
text lightly.
6. Sharpen if needed.
7. For Green Goo, next try applying a Ripple Mirror Filter Factory H,
or
a Biohazard filter, Filter Factory M.
