deform/circle 1. Open any image you want (example: "art.jpg"). Make sure art.jpg is set at 16 mill. colors.
2. Use the CIRCLE deformation filter on art.jpg

3. Enlarge the canvas ( IMAGE|Enlarge Canvas... ) so that you can have a good sized working area.
4. Hold down shift and use the magic wand on the outside of the image. You should now have an outline of the circled image.
cutout 5. Use the CUTOUT filter:

6. Use the CUTOUT filter one more time: *This should make a shadow effect on the bottom-right

highlight 7. Unselect the image so there is no outline.
8. Using the spray paint set at... 20, round, 30, none and the color white. Carefully spray a "light" effect on the upper-left of the image.

drop shadow 9. Now using the rectangle outline set at... Eclipse, 0 Make a small flat oval below the circled image. Fill that area with black.
10. Still using the "rectangle outline" icon make larger eclipse around the black area.
11. Now using the DEFORMATION filters... "MOTION BLUR" the area. **This should create a shadow below the image making it seem like it's floating.

It'll take a couple of tries to perfect this technique.
