1. Create an image (any size is OK), with white background.
2. Type some text (any size is OK), make sure 'Antialias', and 'Floating' is not checked.
3. Now go to Image/Special Effects/Cutout and set Shadow Color to black, Opacity to 255, Blur to 36
Vertical, and Horizontal should be "-1" (negative one)
Click on OK.

4. Now set the foreground color to this RGB R=255, G=242, B=5.
5. Make sure the text is still selected with Magic Wand,
Now go to Image/Special Effects/Hot Wax Coating.
Apply it once.

6. Now go to Colors/Adjust Brightness/Contrast.
Set Brightness to 10, and Contrast to 25.
If it is too bright decrease the brightness.
