fire 1 1. Choose black background, and white foreground and 16,7 M colors.
2. Choose a large text for this effect, like 100 pixels. And release the selection..

fire 2 3. Rotate the complete image RIGHT 90 degrees.
4. Select DEFORMATION/WIND with strength 20 pixels and blow it in the "right" direction by selecting the from left option.

fire 3 5. Rotate image back, that's LEFT for 90 degrees..
6. Select outside the text with the magic wand, and invert the selection.. Tolerance is ZERO and feather is 0.
7. Add 30% noise random or uniform. Doesn't matter. I've chosen the random one.. After that, release the selection.

fire 4 8. Choose blur more. After that, choose deformation, and MOTION BLUR and do this action with 5 pixels to to 90 degrees and 270 degrees

fire 5 9. After that, choose HIGHLIGHT/MIDTONE/SHADOW and set highlight to 50% and midtone also. Shadow should be ZERO. When you want the fire to be less intense, make the highlight value HIGHER, like 70% .. Leave the midtone to 50 or lower.. You could experiment with that..

fire 6 9. Choose COLORIZE with 24 and 204 (or 24 and 240 for more intense) and wonder the nature of a nice orange and white colorisation..

fire 7 10. Choose hot-wax coating with the fg-color as white as can be. Strange effect huh ? I wonder how those boys from PSP made that "hot wax coating"! You could nearly make anything with it !!

fire 8 11. Choose POSTERIZE and set the bit values per channel to 1.. It's not much, but it sure gives a neat effect.. namely, FIRE!

fire 9 12. Now choose DESPECKLE to get rid of the loose ends of the fire and when it's not satisfactory, do it again..

fire 10 13. Final PHASE: Choose SOFTEN (or SOFTEN MORE) and see the FIRE! Another great effect is rotating the image like step 3 and choose DEFORMATION/WIND direction "right" with value 2 or 3 and rotate back like step 5. This gives another great effect, which rounds the bottom of the text...
