You need the MessUp Or What plugin filter from Andrew's filters 9 for this tutorial.
* Open a new image, 16.7 million colors, background white, not too small.
* Make your forground color: Red: 187, Green: 170, Blue: 114.
* Select the text tool and type your text. Choose a font that is a little bit bold
and make your font size not too small, I used Jester, size 130. (Jester/48 - lbc)
* Once your text is in your image, do not deselect, but go to: selections, modify,
feather. Set the feather to 15.
* Go to: image, special effects, hot wax coating and apply the hot wax coating 6
times.
* Go to: colors, adjust, hue/saturation/luminance. Set hue and saturation both to
0% and set luminance to 100%. Apply this function 5 times.
* Go to: colors, colorize. set hue to 30 and saturation to 140. Click ok.
* Go to: image, plugin filters, Andrew’s filters 9, MessUp Or What. Click ok.
* Go to: image, normal filters, sharpen more.
