Open a new window with a black background
Set Palette foreground color to 128,0,0

Select the Spray can tool
Set size to 75, opacity to 50

Select the Spray can tool
Set size to 50, opacity to 50

Change foreground color to white (255,255,255)
Select the Spray can tool
Set size to 40, opacity to 20

Select the Spray can tool
Set size to 30, opacity to 100

Change foreground color back to red.
Select magic wand tool
Select the window
Invert the selection
Select IMAGES/SPECIAL EFFECTS/ADD DROP SHADOW
In the drop shadow attributes, set the color to foreground color
Opacity 200
Blur 36
Vertical and Horizontal to 0 (zero)
Select ok

Select IMAGE/RESAMPLE
Resize to the size you need it

Save as jpg.

Copy/paste it into the graphic you need it in.
