Open a new window with a black background
Set palette foreground color to white.
Select the paintbrush tool

• brush:normal
• size:4
• shape:round
• paper texture:none

Change the paintbrush size to 3 and add some more steaks. Make sure to extend the original streaks with the smaller brush size.

Change the paintbrush size to 2 and repeat, adding smaller wisps of lightning, and again extending the original streaks.

Change the paintbrush size to 1 and repeat again.

Change the palette foreground color to pink.
Using the magic wand, select your lightning.
Select image,special effects,cutout Cutout attributes:

• uncheck fill interior color
• shadow color:foreground color
• opacity:255
• blur:5
• vertical and horizontal: 0 (zero)

Select images/special effects/add drop shadow. Drop Shadow attributes:

• color:foreground color
• opacity 200
• blur:36
• vertical and horizontal 0 (zero)
